What Tony Blair (and Clinton, and Annan) did was to move the discussion away from the old left vs right, public vs private. Instead, it should be about serving the 'common good' - but who served, didn't really matter. Public, private, ... doesn't matter.
However, in order for the private to 'serve' in this capacity, they should sign a 'social responsibility' form, and the public should accept 'losing some freedoms'. That document is essentially exactly in line with that article in Marxism Today.

To make it really, really simple. They realigned both public and private to be centered on serving some common good. And then they control what that is. And this is to all be in the name of social justice. They are subversive Marxists.
